Why Is Adding Water to Apple Cider Vinegar Bad?

Adding water to apple cider vinegar before drinking it is usually a smart way to reduce its acidity. Adding water during manufacturing, however, is a different issue.

Many commercial apple cider vinegars are diluted with water before bottling to bring them to a standardized acidity—typically around 5%. That does not automatically make the vinegar unsafe or worthless, but it means part of what you are buying is added water rather than vinegar produced entirely from fermented apple juice.

Why Do Manufacturers Add Water to Apple Cider Vinegar?

Apple cider vinegar is created through two stages of fermentation. Yeast first converts the natural sugars in apple juice into alcohol. Acetic-acid bacteria then convert that alcohol into acetic acid.

Depending on the apples and fermentation process, the resulting vinegar may be stronger than the acidity desired for retail sale. Manufacturers can add water to lower and standardize the finished acidity.

Dilution also increases the amount of finished product that can be bottled from a given quantity of fermented vinegar. From a manufacturing perspective, adding water can make the product more consistent and economical.

From our perspective, however, it can also make the finished vinegar less representative of the apples from which it was made.

The Concern With Municipal Water and Chlorine

Municipal water is commonly disinfected with chlorine or chloramine to control microorganisms and make public drinking water safe. That is beneficial for drinking-water systems—but living bacteria are also an essential part of vinegar fermentation.

The Mother of vinegar is associated with acetic-acid bacteria and the cellulose-rich material they produce. Scientific reviews identify bacteria belonging to groups such as Acetobacter, Gluconobacter and Komagataeibacter as important participants in vinegar production. Chlorine-based chemicals, meanwhile, are used specifically because they inhibit or kill microorganisms. Research on acetic-acid bacteria supports their central role in vinegar fermentation, while microbiological research demonstrates the antibacterial action of chlorine-based disinfectants.

That creates a reasonable question: If chlorinated water is added to raw apple cider vinegar, could residual disinfectant reduce the number or activity of living bacteria?

In our opinion, this is a legitimate concern. However, we want to state the limits of the claim honestly:

  • Not every municipal water supply contains the same disinfectant concentration.
  • Manufacturers may filter, treat or dechlorinate water before it touches the vinegar.
  • We have not independently tested the dilution water or finished vinegar from every manufacturer.
  • We cannot claim that adding municipal water automatically destroys the entire Mother.
  • The amount of viable bacteria in a finished bottle can only be established through appropriate laboratory testing.

Therefore, we are not claiming that every diluted ACV contains enough chlorine to eliminate all living bacteria. We are saying that, when choosing a raw fermented product, we prefer vinegar made without added water because it removes that question entirely.

What About Fleischmann’s and Manzana?

Fleischmann’s Vinegar and Manzana Products are major commercial vinegar producers that manufacture vinegar for numerous brands and private-label customers.

Based on information communicated to AppleCiderVinegar.com through people familiar with commercial vinegar production, we understand that added water from municipal systems is used in certain ACV formulations produced through these facilities. We have also been told that this water can be chlorinated when it enters the facility.

We have not independently verified the precise water treatment, residual chlorine level or formulation used for every product manufactured by either company. Different customers may request different specifications, and processing practices can vary by facility, product and production run.

Manzana publicly states that it offers several ACV configurations, including raw unpasteurized and unfiltered vinegar, pasteurized and filtered vinegar, and pasteurized but unfiltered vinegar. That confirms an important point: products originating from the same manufacturer do not necessarily receive the same processing. See Manzana’s published vinegar options.

Public reporting concerning Fleischmann’s former Baltimore facility also stated that the facility used city water in its operations and was required to dechlorinate certain discharged process water. That does not prove that chlorinated water was present in every finished vinegar product, but it confirms that municipal water and dechlorination were relevant parts of that facility’s operation. Our position is simple: brands should disclose whether water is added, where that water comes from and how it is treated.

Pasteurization Is the Bigger Issue for Living Bacteria

Even when the added water contains no meaningful chlorine residue, pasteurization can eliminate living microorganisms through heat.

Some commercial ACV is pasteurized to improve consistency and shelf stability. If the goal is to purchase vinegar containing living acetic-acid bacteria, pasteurization is the more direct concern.

A vinegar can be:

  • Diluted but unpasteurized
  • Undiluted but pasteurized
  • Filtered but unpasteurized
  • Unfiltered but pasteurized
  • Undiluted, unfiltered and unpasteurized

These terms are related, but they do not mean the same thing.

“Unfiltered” does not necessarily mean “unpasteurized,” and visible sediment does not prove that living bacteria remain active. Manzana, for example, publicly offers a pasteurized-and-unfiltered option. A bottle could therefore contain suspended apple material or cellulose while no longer containing a meaningful population of viable bacteria.

Is Sediment the Same as the Mother?

Not exactly.

The Mother is a cellulose-rich structure produced by acetic-acid bacteria during vinegar fermentation. What consumers see floating in a bottle or resting at the bottom may include cellulose, apple solids, yeast remnants and other fermentation material.

A large clump at the bottom is not the only evidence that vinegar was made with the Mother. The material may remain dispersed throughout the bottle, and its appearance can change over time.

Likewise, visible sediment does not prove that the organisms are still alive. A pasteurized vinegar can retain physical fermentation material even after heat treatment has inactivated its bacteria.

This is why appearance alone cannot tell the complete story.

Does Added Water Remove the Benefits of ACV?

There is not enough evidence to say that properly treated water makes apple cider vinegar harmful. Most of the recognized culinary properties of vinegar come primarily from its acetic acid, which remains present after dilution to the labeled strength.

Our objection is more straightforward:

When water is added, the consumer receives less vinegar derived directly from fermented apples.

Dilution can potentially affect:

  • The concentration of apple-derived compounds
  • Flavor and aroma
  • Texture and mouthfeel
  • The character of the original fermented vinegar
  • The amount of vinegar produced from a given quantity of apples

The exact nutritional or biological difference requires product-specific laboratory testing. We do not claim that an undiluted vinegar automatically produces greater health benefits. We believe it represents a less processed and more apple-forward product.

Why Fairchild’s Does Not Add Water

Fairchild’s Organic Apple Cider Vinegar is made from the fermented juice of whole, certified-organic apples. According to Fairchild’s, no water is added to dilute the vinegar before bottling.

It is also:

  • Raw
  • Unfiltered
  • Unpasteurized
  • Made from whole organic apples
  • Not made from apple concentrate
  • Bottled without added water

Fairchild’s controls the finished product through its selection of apples and fermentation process instead of producing stronger vinegar and diluting it afterward.

That is one reason Fairchild’s has a noticeably strong yet smooth apple character. You are tasting vinegar produced from fermented apple juice—not a vinegar adjusted with added water at the end.

Our Opinion: ACV Should Be Vinegar, Not Added Water

Adding properly treated water to apple cider vinegar is legal and common. It does not automatically make the product unsafe.

But if two bottles have comparable acidity and one is made entirely from fermented apple juice while the other is diluted with added water, we prefer the undiluted vinegar.

Our concerns are:

  1. Consumers may not realize they are buying diluted vinegar.
  2. Municipal water may begin with chlorine or chloramine unless appropriately treated.
  3. Residual disinfectants are fundamentally intended to control microorganisms.
  4. Filtration and pasteurization can further separate the finished product from a raw, living vinegar.
  5. Added water reduces the proportion of the bottle originating directly from apples.

The vinegar industry should be transparent about these practices. Labels should clearly tell consumers whether water was added, whether that water was treated and whether the finished vinegar was filtered or pasteurized.

Until that transparency becomes standard, AppleCiderVinegar.com recommends choosing apple cider vinegar that explicitly states:

That is the clearest way to know you are purchasing apple cider vinegar in a form close to the one created through fermentation.
